The People's Council
Challenge
Across Africa, conventional democratic structures have failed to effectively represent the needs and aspirations of the people. This failure has led to a disconnect between communities and the government, resulting in a lack of trust, voter apathy and a general disengagement from the democratic process. The absence of a direct and effective channel for community concerns to reach government officials has exacerbated this problem, making it difficult for citizens to see the impact of their participation in governance.
The current local political systems often marginalise local voices, especially in rural and underrepresented communities. This marginalisation has created a power imbalance, where the decisions that affect people’s lives are made without their input or consideration. As a result, communities feel alienated from the political process, and their needs go unmet.
Proposal
The People’s Council framework proposes the establishment of community accountability councils designed to bridge the gap between communities and government. These councils could consist of a diverse group of leaders, including community leaders, traditional leaders, activists, or committed members of the community, selected through a lottery system. The primary function of these councils will be to act as intermediaries between the community and the government, ensuring that the voices of the people are heard and that their concerns are addressed by those in power.
The councils will be formed based on the specific needs and contexts of the communities they serve, making the framework adaptable and relevant across various regions and cultural contexts. Each council will have a mandate to engage with elected officials and legislative bodies, assess laws and proposals that affect the community, and advocate for the community’s interests at the government level.
To maintain transparency and accountability, the councils will be supported by a registered advisory committee with its own mandated constitution, composed of individuals from civil society organisations, voluntarily participating. This committee will rotate annually, ensuring that no single group maintains prolonged control and that the councils remain dynamic and responsive to the changing needs of the community. The People’s Council will play a crucial role in educating the community about their rights and responsibilities within the democratic system, including organising workshops, public forums, and other initiatives.
Impact
This initiative aims to transform the relationship between communities and government. By providing a direct and effective channel for community concerns to be heard, the councils will restore trust in the democratic process and encourage greater participation from citizens.
It also ensures that government policies and decisions are more reflective of the needs and aspirations of the people, leading to more effective governance, as policies will be informed by the lived experiences of those they are designed to serve. The People’s Council framework will contribute to the democratisation of power by giving marginalised communities a voice in the political process. This will help to address the power imbalances that have long plagued African democracies, leading to a more inclusive and equitable political system.
Ultimately, the People’s Council initiative will redefine democracy within the African context, making it more participatory, responsive and grounded in the principles of Ubuntu. By fostering a stronger connection between communities and government, the initiative will contribute to the creation of a more just and sustainable democratic system that truly serves the people.
